Hidden identities and betrayed friendships come to the fore as the adventures of the Straw Hat Pirates in the city of Water 7 continue. When Iceberg, the intelligent and kind mayor of Water 7, barely survives an assassination attempt, the Straw Hats are blamed for it. The members of Cipher Police #9, a cadre of sinister agents from the World Government, set the pirates up. Cipher #9 wants the secret plans for Pluton, a warship so terrible it could destroy the world, and Robin's research into the Ponegylphs on Sky Island may shed some light on its construction. The plans were drawn by Tom, the master shipwright who built both Gold Roger's pirate vessel and the Sea Train that connects Water 7 with other islands. He passed them on to his apprentices, Iceberg and Franky, the thug with the Popeye forearms who tricked Usopp out of the profits from the Sky Island gold. The Cipher Police brook no interference, and their training in the deadly Six Powers Technique makes them unstoppable. While Nami and Chopper search for Luffy and Zorro--who are stuck between stone walls--Sanji sees Robin, Usopp, and Franky taken aboard the Sea Train as it departs into the rising waves of the Aqua Laguna typhoon. Could Robin really betray her friends on the Straw Hat crew? And with Luffy and Zorro missing in action, can expert chef and lover manqu Sanji outwit the murderous Cipher Police? As they did in previous adventures, the filmmakers have built a seemingly insurmountable foe, but fans of One Piece know that Luffy and the Straw Hats always overcome their enemies, no matter how formidable.
